Embryogenic Scaffolding

Intuitively, it seems that what we need in order to achieve
buildability is scaffolding.
But, of course, we don't want to explicitly require scaffolding,
rather, we want it to arise from the evolutionary process.
How?
Impose noisy building into the generate-build-test loop, so that every sub-stage of the embryogenic process, not just the final phenotype, is exposed to the noisy physics.
