We examine the notion of a "public-key infrastructure" (PKI) based on digitally signed "certificates". While the traditional notion of such an infrastructure is oriented towards binding public keys to legal names, we present an alternative formulation that is oriented towards a more flexible and general naming framework, and also towards flexible patterns of authorization. We discuss these issues in terms of an ongoing project: the development of a secure Web server based on SPKI/SDSI (the name given to this new PKI).
